The Siletz City Council met and convened on Monday, June 08, 2020 and Mayor Worman called the regular meeting to order at 7:00 p.m. in the Siletz City Hall.
ROLL CALL
Present were Mayor Willie Worman, Councilors, Ron Hervey (by phone), Jeff Clark, Leslie Button and Patti Skauge.

Also present were Sheila Jordan Deputy Recorder, Lincoln County Sheriff Office Sargent Vertner, Michelle Schaffer and John Mosier.

MINUTES
Councilor P. Skauge moved that the minutes of the May 11, 2020 Regular City Council Meeting, May 18, 2020 Budget Meeting and May 27, 2020 Work Session Meeting be approved as read. Councilor J. Clark second the motion and it was approved.

Lincoln County Sheriff-Update
Sergeant Vertner reported that sheriff office is moving forward with two dedicated deputy’s out in the enhanced district and they will be doing 40 hour weeks in the of City of Siletz. On the off hour’s there will be an Officer that is roaming so they could be out here or in another part of the county, this will be starting July 1, 2020. Right now the two officer’s will be Officer Bruce McGuire on days and Officer Zackery Dowly on nights. The Sheriff office is going to try and keep the same officer’s out in Siletz so the citizens and the deputy’s get to know each other. Mayor Worman reported that every Friday he gives Officer Cameron an update on what has been going on in the City and as of right now things have been going okay and it’s been pretty quit.

FIRE DEPARTMENT-UPDATE
Councilor P. Skauge reported they have been very busy with a lot of call outs. Confederated Tribes of Siletz donated 5,000 face masks to the department. They do have some available for the public they can pick up at the fire hall on June 10, 2020 between the hours of 6-8pm. Besides that everything else is going great.

LIBRARY UPDATE
Mayor Worman reported that the library asked if the City of Siletz could put a port-a-potty back in by the library because with the library being closed there is nowhere for people to use the restroom. Mayor Worman said he had concerns about it last time we had one there was a lot of drug activity going on in it and he doesn’t want to see that happen again. Consensus of the Council was it would be a bad idea and said no.

PARKS AND RECREATION UPDATE
Councilor R. Hervey reported that the park is back open for day use only and so is the boat ramp for fishing. Michelle Schaffer asked if there was going to be a Fourth of July picnic Mayor Worman told her that all gatherings were cancelled because of the Covid 19 pandemic.

FISHING GUIDES-BUSINESS LICENSE
Mayor Worman reported that the Fishing Guides that were supposed to come decided to wait till next month’s meeting because Christine Clapp from ODFW could not make it tonight. They want her to be here to answer questions for them and the Council. Mayor Worman requested that a committee be formed so that the City can work with the fishing guides on grants etc. Council can talk more on these issues after the next Council meeting. Tabled until next Council meeting.

DICUSS DELINQUENT ACCOUNTS
Deputy Recorder S. Jordan reported that the City has a lot of delinquent accounts out there right now and wanted the council’s direction on what to do about them since things are starting to move forward with the Covid-19 pandemic. Mayor Worman said he wasn’t sure if we could do anything yet and the council felt sending shut off notices at this time would be a bad idea. Council did say maybe a general letter reminding them to stay in touch with the City and maybe set up payment arrangements. After extensive discussion Mayor Worman said was going to talk to a couple other cities and see what they are doing and will report at the next council meeting.

RESOLUTION NO. 674 – ADOPT 2020-21 BUDGET
Deputy Recorder S. Jordan read Resolution No. 674, a resolution approving and adopting the 2020-21 Budget in the amount of $ 2,676,989.00, by title only. Councilor P. Skauge moved that council approve and adopt Resolution No. 674 as read. Councilor R. Hervey seconded the motion and it was approved.

RESOLUTION NO. 675 – APPROPRIATING 2020-21 BUDGET
Deputy Recorder S. Jordan read Resolution No. 675, a resolution appropriating the 2020-21 Budget, by title only. Councilor P. Skauge moved to approve and adopt Resolution No. 675 as read. Councilor J. Clark seconded the motion and it was approved.

RESOLUTION NO. 676 – IMPOSING 2020-21 TAX LEVY
Deputy Recorder S. Jordan read Resolution No. 676, a resolution imposing a Tax Levy for the 2020-21 Budget, by title only. Councilor P. Skauge moved to approve and adopt Resolution No. 676 as read. Councilor R. Hervey seconded the motion and it was approved.

RESOLUTION NO. 677 – DECLARING CITY’S ELECTION TO RECEIVE STATE REVENUES
Deputy Recorder S. Jordan read Resolution No. 677, a resolution declaring the City’s election to receive State Revenues for the 2020-21 Budget, by title only. Councilor P. Skauge moved to approve and adopt Resolution No. 677 as read. Councilor L. Button seconded the motion and it was approved.

RESOLUTION NO. 678 – CATEGORIZING 2020-21 TAX LEVY
Deputy Recorder S. Jordan read Resolution No. 678, a resolution categorizing the Tax Levy for the 2020-21 Budget, by title only. Councilor L. Button moved to approve and adopt Resolution No. 678 as read. Councilor J. Clark seconded the motion and it was approved.

RESOLUTION NO. 679 – EXTENDING DECLARATION OF A LOCAL EMERGENCY & SETTING CITY EMPLOYEE COVID-19 POLICY
Deputy Recorder S. Jordan read Resolution No. 679, a resolution declaring the City of Siletz City Council Extending Declaration of a Local Emergency & setting City Employee COVID-19 Policy. Councilor R. Hervey moved to approve and adopt Resolution No. 679 as read. Councilor J. Clark seconded the motion and it was approved.

CORRESPONDENCE
Deputy Recorder reported the following correspondence –

1. Siletz Valley Grange thanks the City for giving them a break on the water & sewer bill for the Grange Hall.
2. Meals on Wheel sent a thank you card for the donation from the City.
3. Mr. Kohler wanted to thank everyone involved in giving the Senior Class of 2020 a great celebration it was nice to see everyone that was supporting them.

PUBLIC WORKS REPORT
Deputy Recorder S. Jordan presented a copy of the Public Works May 2020 report to each of the council due to the absence of Public Works was not available-
1. Acid Washed Miox Cell ($5000 each – to extend life of old one)

2. Carson delivered 400 gallons gasoline to us and 300 diesel to Fire Dept.

3. Bob Wallard (OAWU) came to Siletz twice:
a. to locate water services and show us his locate equipment
b. to go over Water Test support with one of our operators

4. Tangerman Dam was vandalized… signs torn and posts bent… PW replaced
Signs, posts and got photos

5. River Screens now cleaned weekly as river level allows access

6. Changed water service line at curb stop along with water meter
replacement on Scarlett (shut down water main for 30 minutes – 2 homes)

7. WWTP Mechanical Bar Screens Auger clogged and jam packed solid which
had to be dug out by hand… then we open bar screens and did deep
internal cleaning

8. City Parks and Boat Ramps were open up for public use in May (also
Skate Park was opened and heavy weed eating was done)

9. Filled Potholes in alley/street between Gospel Church and Williams Home

10. Continue to advertise for a Wastewater Utility Worker II

11. Completed DEQ Industrial Survey for 2020 and submitted to DEQ

OTHER

Councilor R. Hervey said he has talked with Allen and the City of Siletz Public Works may be interested in buying the white ford pick-up that is being surplused from the Siletz Fire Department. If it is inner agency purchase Councilor Hervey doesn’t believe that it needs to go out for bid. Councilor Hervey said that the City should have first chance to buy it. After discussion on it Mayor Worman said he would talk to the Chief about it, because this is the first he heard of it.

Councilor P. Skauge asked Deputy Recorder how the process goes to get a Business License, Deputy S. Jordan reported that they come into the city hall pickup an application and bring it back City Recorder S. Simmons who reviews it and if there is no problem the City issues them a license P. Skauge asked why the Council doesn’t make that decision; Deputy Recorder said Council is the appeal board if for some reason they are denied.

PUBLIC COMMENT
Michelle Schaffer reported that the Farmer’s Market will be opening on June 16, 2020 at the Grange Hall north end of the building it will be only outside and the Hall itself will be closed with no kitchen. M.Schaffer said she already talked to Kaylen from the Health Department and things are good to go as long as they are doing the 6 feet distancing and each vendor must have hand sanitizer and the Grange will have a hand washing center outside for people to use. Bristol will have his food truck in the empty lot on the south side of the grange hall for people that want to stop and get lunch. Mayor Worman said he would ask the Fire Chief to donate some face mask for the event if people would like one they could take one.

WORKSESSION
None scheduled

BILLS
Councilor L. Button moved that the May 2020 bills be approved in the amount of $ 60,945.14. Councilor J. Clark seconded the motion and it was approved.

ADJOURNMENT
Councilor P. Skauge moved that the regular meeting of the Siletz City Council be adjourned at 8:06 pm. Councilor L. Button seconded the motion and it was approved.
