Regular City Council Meeting

The Siletz City Council met and convened on Monday, February 8, 2021 and Mayor Worman called the regular meeting to order at 7:10 p.m. in the Siletz City Hall. Via www.gotomeeting.com (Covid19) 7:00pm
ROLL CALL

Present were Mayor Willie Worman, Councilors, Susan Trachsel, Tim Shank, and Leslie Button by Zoom.

Also present were Tracey Viar, City Recorder, Sheila Jordan, Deputy City Recorder, Darin Viar, Public Works, Sheryl Simmons and Jennifer Whitehead.

MINUTES

Councilor L. Button moved to approve the minutes of the January 11, 2020 Regular City Council and Councilor S. Trachsel seconded, approved with corrections.

Oath of Office

Councilor T. Shank made a Motion to have Jennifer Whitehead complete the term of Councilor J. Clark. The Motion was seconded by Councilor S. Trachsel. Motion passed 2 (yes) and 1 (No). The Motion passed and Tracey Viar, City Recorder, administered the Oath of Office.

Commissions were assigned as follows:
Leslie Button – City Council Chairman, Water, Sewer, Infrastructure and Human Resources
Susan Trachsel – Human Resources, Health, Sanitation and Media
Tim Shank – Parks and Recreation
Jennifer Whitehead – Administration and Finance
Willie Worman – Fire and Law Enforcement

LIBRARY UPDATE

None

PARKS AND RECREATION UPDATE

City Council would like to invite Community Members to help them establish a plan for activities and recreational areas for all the Siletz Community to enjoy. The Mayor and Racheal Maddox-Hughes applied for some grant monies to expand what is already in place in the city. These new activities and ideas will be part of the sports complex located on city property.
a. Basketball court with hoops sized for all age groups.
b. Pump track to be utilized over between the ball field and the skate park.
c. Pavilion for outside concerts, movies and etc. This area will be located between the Library and the Fire Hall.
d. Picnic and Restroom facilities behind/beside City Hall
e. Waterpark is another idea that’s being researched to be an addition to the complex.

COVID-19 UPDATE

Councilor Trachsel gave the update. Lincoln County will remain in the “High Risk” category. As of the meeting on the 8th the County had a below 5% positivity rate and 39 new cases. Lincoln County did 5,184 vaccines with 1566 fully vaccinated. Vaccines were going to be limited for the next few weeks due to high volume of need and the changes in eligibility for those being able to receive the vaccine.

UPDATE SEWER PROJECT MEETING WITH GRANT WRITER RACHAEL MADDOCK-HUGHES, CITY ENGINEERS AND OTHER AGENCIES

City Council will be having a Work Session on February 22, 2021 to go over the Waste Water Treatment Plant project. Doug Holbrook and Rachael Maddox-Hughes will be appearing in front of Council to give updates.

ONLINE BILL PAY – UPDATING AUDIO/VISUAL FOR MEETINGS

Council J. Whitehead stated she would bring information from Bank of the West to present to Council at the Regular Council Meeting on March 8, 2021 for Online bill pay and the costs associated with that service.

Council S. Trachsel stated she researched a few ways the City can update the visual/audio capability during online GoTo & Zoom meetings.

a. Facebook Live – the simplest and it cannot be deleted

c. Zoom or GoTo meeting platforms –

AUDIT

T. Viar reported about the City’s 2019-2020 taxes that was finished and would be filed with the State. Banded copies will be presented to Council on March 8, 2021 at the Regular City Hall meeting.

LINCOLN COUNTY COMMUNITY and ECONOMIC DEVELOPMENT FUND GRANTS

Councilor S. Trachsel made the Motion to accept and spend the grant and it was seconded by Councilor T. Shank. The Motion passed. The Award amount was $12,900.00 and those monies will be used to build the basketball court and hoops by the ballfield located behind City Hall. The City will need to look at costs for cameras, security and insurance.

COMMUNITY GRP -2&4 YEAR COMMUNITY IMPROVEMENT PLAN–CITY PROPERTY CLEAN UP

Council discussed the debris pile over where the old library used to be located by the ballfield. The cement foundation is still there and it has been used store sand and rock for the baseball field, but it has since grown over and Public Works was asked to start clearing the debris in early spring.
Council discussed building a Community Group for Community Development. This would encourage input from our community members on what outdoor activities they would like to see and incorporate into the Siletz Community. This group would also help develop a 2 & 4 year Community Improvement Plan for future activities in the Siletz community.
Councilor L. Button would like to create a group of community people who want to help and put things together like events, dances, raft races, bbq’s, concerts and etc.

DISCUSS TRAINING WITH CITY ATTORNEY FOR CITY COUNCIL AND NEW EMPLOYEES

The City’s Attorney Doug Holbrook will come out during the work session on February 22, 2021 at 7pm to discuss the responsibilities, ethics, the do’s, the don’t’ s for being an elected representative of City Council and an employee of City Hall.

DISCUSS COMMUNITY SERVICE

Community Members needing to do community service through the county will be allowed to do so after the COVID-19 restrictions have been lifted and the City Hall is open to the public.

PUBLIC WORKS REPORT

Raw water pumps off for 15 days for high turbidity in the river due to the 18.09 inches of rain
1-12-21 wind storm trees on the power lines and across the road on Buford at Tillamook had to close the road also had trees and power lines in the road on old river road and Judd had to close the road Allen and Darin out from 4:30pm- 10:30pm
1-15-21 removed several feet of sand from both boat ramps due to high water event river level reached 21.6 feet it took the backhoe Allen, Darin, Kenneth 2.5 hours to remove
Ordered and received 2 pallets of salt for our Miox system
Filled potholes on Ferry and Siletz River drive
Changed Asco valve on combined turbidity meter at the water plant
Pulled and cleaned pumps out of the non-potable well at the wastewater plant
To fix a clogging and low pressure issue

Sheryl Simmons thanked the Council and said “she will miss working for the City, it’s been a big part of her life and she feels that Tracey and Sheila will do a good job together.

OLD BUSINESS

Deputy Recorder S. Jordan asked the Council if City Hall could resume shut-off letters and notices for delinquent water/sewer bills. Motion was made by Councilor L. Button and seconded by Councilor T. Shank. Motion passed.

WORKSESSION

Work Session scheduled for February 22, 2012 at 7pm

BILLS

Councilor L. Button made motion to pay January 2021 bills in the amount of $60,195.51 Councilor T. Shank seconded the motion and January 2021 bills were approved and signed on February 8, 2021.

ADJOURNMENT

Councilor J. Whitehead moved that the regular meeting of the Siletz City Council be adjourned at 8:40 pm. Councilor T. Shank seconded the motion and it was approved.
